Norfolk Southern Corporation and Norfolk Southern Railway Company-Acquisition of Control-Norfolk & Portsmouth Belt Line Railroad Company
Norfolk Southern Corporation and Norfolk Southern Railway Company (collectively, Applicants) are seeking Board approval to acquire control of Norfolk & Portsmouth Belt Line Railroad Company (NPBL). In this decision, the Board is publishing notice of the proposed procedural schedule, inviting public comments on that schedule, and designating 2023 as the year to be used for the impact analysis.
Quarterly Rail Cost Adjustment Factor
The Surface Transportation Board has adopted the second quarter 2025 Rail Cost Adjustment Factor and cost index filed by the Association of American Railroads.
Canadian National Railway Company and Grand Trunk Corporation -Control-Iowa Northern Railway Company (General Oversight)
On January 30, 2024, Canadian National Railway Company (CNR) and Grand Trunk Corporation (GTC), together with the Iowa Northern Railway Company (IANR) (collectively, Applicants) filed an application seeking approval for CNR and GTC to acquire control of IANR and operate IANR's 218-mile rail system in Iowa. By decision served on January 14, 2025 (Decision No. 3), the Board approved Applicants' application. As a condition of its approval, the Board imposed a three-year oversight period, during which the Board will closely monitor Applicants' compliance with, and the effectiveness of, the conditions imposed by the Board. Throughout the oversight period, Applicants are required to report service, operational, and competition-related metrics at prescribed frequencies, as described in Decision No. 3. The Board now institutes this proceeding to implement the general oversight condition and provide further guidance regarding Applicants' reporting obligations.
Jefferson Partners, L.P. dba Jefferson Lines-Acquisition of Control-Karst Stage, Inc.
On January 22, 2025, Jefferson Partners, L.P., dba Jefferson Lines (Jefferson), an interstate passenger motor carrier, submitted an application for authority to acquire and operate the assets of another interstate passenger motor carrier, Karst Stage, Inc. (Karst). The Board is tentatively approving and authorizing this transaction. If no opposing comments are timely filed, this notice will be the final Board action.
Railroad Cost Recovery Procedures-Productivity Adjustment
In a decision served on February 28, 2025, the Board proposed to adopt 1.014 (1.4% per year) as the measure of average (geometric mean) change in railroad productivity for the 2019-2023 (five-year) period. The Board's February 28, 2025 decision stated that comments may be filed addressing any perceived data and computational errors in the Board's calculation. The decision also stated that, unless a further order is issued postponing the effective date, the decision will take effect on March 20, 2025.

Avalon Motor Coaches, LLC-Acquisition of Control-Rose Chauffeured Transportation, Inc.
On December 11, 2024, Avalon Motor Coaches, LLC (Avalon Motor Coach), an interstate passenger motor carrier, together with its noncarrier affiliates Virgin-Fish, Inc. (Virgin-Fish), and Jeffrey Brush (Avalon Motor Coach, Virgin-Fish, and Jeffrey Brush will be collectively referred to as "Avalon") filed an application for Avalon to purchase most of the assets of another interstate passenger motor carrier, Rose Chauffeured Transportation, Inc. (Rose), and assume substantially all of its outstanding contracts related to its charter services. The Board is tentatively approving and authorizing this transaction. If no opposing comments are timely filed, this notice will be the final Board action.
