Extension of South Sudan Designation for Temporary Protected Status

The designation of South Sudan for Temporary Protected Status (TPS), which was set to expire on May 3, 2025, is automatically extended to November 3, 2025. Under the TPS statute, if the Secretary does not determine whether a foreign state continues to meet the conditions for designation for TPS at least 60 days before the current expiration of the country's TPS designation, the period of designation is automatically extended for six months. The Secretary was unable to make an informed determination on South Sudan's designation by the March 4, 2025 statutory deadline due to the lack of an updated analysis of current country conditions in South Sudan. Accordingly, the TPS designation of South Sudan is automatically extended for six months, from May 4, 2025, through November 3, 2025.

This document amends the U.S. Customs and Border Protection (CBP) regulations to reflect the imposition of import restrictions on certain archaeological and ethnological materials from the Republic of Uzbekistan (Uzbekistan). These restrictions are imposed pursuant to an agreement between the United States and Uzbekistan, entered into under the authority of the Convention on Cultural Property Implementation Act. This document amends the CBP regulations by adding Uzbekistan to the list of countries which have bilateral agreements with the United States imposing cultural property import restrictions and contains the Designated List, describing the archaeological and ethnological material to which the restrictions apply.

In order to effectuate the President's Executive Order 14256 of April 2, 2025, "Further Amendment to Duties Addressing the Synthetic Opioid Supply Chain in the People's Republic of China As Applied to Low-Value Imports," which eliminates the de minimis exemption for products of the People's Republic of China (PRC) (which include products of Hong Kong) and establishes a new duty rate for international postal packages sent to the United States through the international postal network from the PRC or Hong Kong, as amended by Executive Order 14259 of April 8, 2025, "Amendment to Reciprocal Tariffs and Updated Duties As Applied to Low-Value Imports from the People's Republic of China," and Executive Order 14266 of April 9, 2025, "Modifying Reciprocal Tariff Rates to Reflect Trading Partner Retaliation and Alignment," the Secretary of Homeland Security has determined that appropriate action is needed to ensure collection of applicable duties as well as to modify the Harmonized Tariff Schedule of the United States (HTSUS) as set out in the Annex to this notice.

The Coast Guard is proposing to establish a security zone in the waters adjacent to the General Dynamics Electric Boat Corporation Quonset Point facility in Narragansett Bay, North Kingstown, RI. This action is necessary to protect the facility, material storage areas, and adjacent areas from sabotage or other subversive acts, accidents or incidents of a similar nature. This proposed rulemaking would prohibit all persons and vessels from operating within the prescribed security zone without first obtaining authorization by the Captain of the Port, Sector Southeastern New England or a designated representative. We invite your comments on this proposed rulemaking.

The Department of Homeland Security (DHS) announces the availability of the Draft Programmatic Environmental Assessment (PEA) and Draft Finding of No Significant Impact (FONSI) for the proposed resumption of the Migrant Protection Protocols (MPP) Program along the southern border of the United States (U.S.) as directed by the Executive Order entitled, Securing Our Borders (the Proposed Action). The Draft PEA programmatically evaluates reasonably foreseeable environmental impacts that may occur because of the Proposed Action and identifies standard best management practices (BMPs) by which DHS can reduce such impacts.

The Coast Guard will enforce special local regulations for the Low Country Splash event on May 24, 2025, to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Seventh Coast Guard District identifies the regulated area for this event in Charleston and Mt. Pleasant, SC. During the enforcement periods, no person or vessel may enter, transit through, anchor in, or remain within the regulated area unless authorized by the Coast Guard Patrol Commander or a designated representative.

The Coast Guard is modifying the operating schedule that governs the Flagler Memorial (SR A1A) Bridge, mile 1021.8, the Royal Park (SR 704) Bridge, mile 1022.6, and the Southern Boulevard (SR 700/ 80) Bridge, mile 1024.7, across Atlantic Intracoastal Waterway (AICW), at West Palm Beach, FL. This modification will allow the drawbridges to operate in concert while assisting local communities with vehicle congestion during peak weekday traffic hours.

U.S. Customs and Border Protection (CBP) has received a petition submitted on behalf of a domestic interested party requesting the reclassification, under the Harmonized Tariff Schedule of the United States (HTSUS), of certain cane sugar molasses and liquid sugar. CBP currently classifies the subject cane sugar molasses under subheading 1703.10.30, HTSUS, as molasses, and the liquid sugar under subheading 1702.90.40, HTSUS. Petitioner contends that the proper classification for the subject cane sugar molasses and liquid sugar is under subheading 1702.90.10, HTSUS, or subheading 1702.90.20, HTSUS, as "sugar syrups." This document invites comments regarding the correctness of the current classification.
