The U.S. Department of Commerce (Commerce) determines that Neimenggu Fufeng Biotechnologies Co., Ltd. (aka Inner Mongolia Fufeng Biotechnologies Co., Ltd.), Shandong Fufeng Fermentation Co., Ltd., and Xinjiang Fufeng Biotechnologies Co., Ltd. (collectively, Fufeng) and Deosen Biochemical (Ordos) Ltd. (Deosen) sold xanthan gum from the People's Republic of China (China) at less than normal value during the period of review (POR), July 1, 2022, through June 30, 2023. Additionally, we find that Jianlong Biotechnology Co., Ltd. (Jianlong) and CP Kelco (Shandong) Biological Company Limited (CP Kelco (Shandong)) are eligible for a separate rate. Commerce also determines that two companies under review, Shanghai Smart Chemicals Co. Ltd. (Shanghai Smart) and Deosen Biochemical Ltd., had no shipments during the POR.

The United States Patent and Trademark Office (USPTO or Agency) as part of its continuing effort to reduce paperwork and respondent burden, is announcing an opportunity for public comment on a proposed extension of a collection of information by the Agency. Under the Paperwork Reduction Act of 1995 (PRA), Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, and to allow 60 days for public comment in response to the notice. International Fisheries; Pacific Tuna Fisheries; Fishing Restrictions for Tropical Tuna in the Eastern Pacific Ocean for 2025 and Beyond
NMFS is issuing regulations under the Tuna Conventions Act (TCA) of 1950, as amended, to implement Resolution C-24-01 (Conservation Measures For Tropical Tunas In The Eastern Pacific Ocean During 2025-2026) adopted at the 102nd Meeting of the Inter-American Tropical Tuna Commission (IATTC) in September 2024. This final rule maintains and extends management measures for fishing vessels targeting tropical tuna (i.e., bigeye tuna (Thunnus obesus), yellowfin tuna (Thunnus albacares), and skipjack tuna (Katsuwonus pelamis)) in the eastern Pacific Ocean (EPO). The fishing restrictions will apply to large purse seine vessels of class sizes 4-6 (i.e., vessels with a carrying capacity of 182 metric tons (mt) or greater) and longline vessels greater than 24 meters in overall length that fish for tropical tuna in the EPO. This rule is necessary for the conservation of tropical tuna stocks in the EPO and for the United States to satisfy its obligations as a member of the IATTC.

We are rescinding this administrative review, in part, with respect to four companies. We invite interested parties to comment on these preliminary results.

Based on the amended final results, we find that the companies under review sold raw honey in the United States at less than normal value during the period of review (POR), November 23, 2021, through May 31, 2023.
Magnuson-Stevens Act Provisions; General Provisions for Domestic Fisheries; Application for Exempted Fishing Permits
The Assistant Regional Administrator for Sustainable Fisheries, Greater Atlantic Region, NMFS, has made a preliminary determination that an Exempted Fishing Permit (EFP) application contains all of the required information and warrants further consideration. The EFP would allow federally permitted fishing vessels to fish outside fishery regulations in support of exempted fishing activities proposed by the Commercial Fisheries Research Foundation. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed EFPs.
Atlantic Highly Migratory Species; Atlantic Bluefin Tuna Fisheries; Closure of the Angling Category Southern New England Area Trophy Fishery for 2025
NMFS closes the Angling category southern New England area fishery for large medium and giant ("trophy" (i.e., measuring 73 inches (185 centimeters (cm)) curved fork length or greater)) Atlantic bluefin tuna (BFT). The southern New England area trophy fishery is defined as south of 42[deg] N lat. and north of 39[deg]18' N lat. This action applies to Highly Migratory Species (HMS) Angling and HMS Charter/Headboat permitted vessels when fishing recreationally.
Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to the Lutak Dock Replacement Project, Haines, Alaska
NMFS has received a request from the Haines Borough for the reissuance of a previously issued incidental harassment authorization (IHA) with the only change being effective dates. The initial IHA authorized take of six species of marine mammals, by Level A and Level B harassment, incidental to construction activities associated with the Lutak Dock Replacement project in Haines, Alaska. The project has been delayed by 1 year and none of the work covered in the initial IHA has been conducted. The initial IHA was effective from June 1, 2024 through May 31, 2025. The Haines Borough has requested reissuance with new effective dates of June 1, 2025 through May 31, 2026. The scope of the activities and anticipated effects remain the same, authorized take numbers are not changed, and the required mitigation, monitoring, and reporting remains the same as included in the initial IHA. NMFS is, therefore, issuing a second identical IHA to cover the incidental take analyzed and authorized in the initial IHA.

In this notice, Commerce did not identify the cross-owned affiliate of Henan Aluminium Corporation in the final determination. Additionally, Commerce published a notice in the Federal Register of May 8, 2025, in which Commerce published the CVD order for disposable aluminum containers from China. In this notice, Commerce did not identify the cross-owned affiliate of Henan Aluminium Corporation, and also misspelled Henan Aluminium Corporation's name in the sections entitled "Background" and "Estimated CVD Subsidy Rates."
