Finished Carbon Steel Flanges From India: Final Results and Partial Rescission of Countervailing Duty Administrative Review; 2022
The U.S. Department of Commerce (Commerce) determines that certain producers and/or exporters of finished carbon steel flanges (steel flanges) from India received countervailable subsidies during the period of review (POR) January 1, 2022, through December 31, 2022. In addition, Commerce is rescinding this review, in part, with respect to 30 companies.
Procedures To Administer Import Adjustment Offset Amounts for Certain Imports of Automobile Parts Under Proclamation 10908, as Amended
This notice announces the procedures for automobile manufacturers to apply for and use the import adjustment offset amount established by Presidential Proclamation 10925 of April 29, 2025, "Amendments to Adjusting Imports of Automobiles and Automobile Parts Into the United States," (Proclamation 10925) to incentivize domestic automobile production and reduce American reliance on imports of foreign automobiles and their parts. Eligibility for the import adjustment offset amount is based on domestic final assembly of automobiles during an approximately two-year period. Import adjustment offset amounts awarded for qualifying automobiles assembled between April 3, 2025, and April 30, 2027, may be carried forward beyond that period until the full approved import adjustment offset amount is exhausted. No new import adjustment offset amounts will be granted for automobiles assembled after April 30, 2027. The intent of this program is to strengthen the U.S. automobile assembly operation capabilities and ensure national security objectives are met by reducing reliance on foreign automobile production and parts sourcing.

The U.S. Department of Commerce (Commerce) determines that the Government of Mexico (GOM) and the respondent companies selected for individual examination, Azucarera San Jose De Abajo S.A. and Santa Rosalia de la Chontalpa, SA de CV and its affiliates, were in compliance with the terms of the Agreement Suspending the Countervailing Duty Investigation on Sugar from Mexico, as amended (CVD Agreement), during the period of review (POR) from January 1, 2023, through December 31, 2023. Atlantic Highly Migratory Species; Schedules for Atlantic Shark Identification Workshops and Protected Species Safe Handling, Release, and Identification Workshops
Free Atlantic Shark Identification Workshops and Safe Handling, Release, and Identification Workshops will be held in July, August, and September of 2025. Certain fishermen and shark dealers are required to attend a workshop to meet regulatory requirements and to maintain valid permits. Specifically, the Atlantic Shark Identification Workshop is mandatory for all federally permitted Atlantic shark dealers. The Safe Handling, Release, and Identification Workshop is mandatory for vessel owners and operators who use bottom longline, pelagic longline, or gillnet gear, and who have also been issued shark or swordfish limited access permits. Additional free workshops will be conducted in 2025 and will be announced in a future notice. In addition, NMFS has implemented online recertification workshops for persons who have already taken an in-person training.

Deepwater Horizon Natural Resource Damage Assessment Open Ocean Trustee Implementation Group Final Restoration Plan 4 and Environmental Assessment: Fish and Water Column Invertebrates and Sea Turtles and Finding of No Significant Impact
This notice announces that the Deepwater Horizon (DWH) natural resource Trustees for the Open Ocean Trustee Implementation Group (Open Ocean TIG) have prepared and are making available to the public the Final Restoration Plan 4 and Environmental Assessment: Fish and Water Column Invertebrates (FWCI) and Sea Turtles (RP4/EA) and Finding of No Significant Impact (FONSI). The Final RP4/EA considers alternatives to help restore FWCI and sea turtles injured by the DWH oil spill. The Final RP4/EA evaluates a reasonable range of project alternatives under the Oil Pollution Act (OPA) and the OPA Natural Resource Damage Assessment regulations, and the National Environmental Policy Act (NEPA), and selects ten projects for funding and implementation. A no action alternative is also evaluated pursuant to NEPA.
Stainless Steel Bar From India: Preliminary Results and Intent To Rescind, in Part, of Antidumping Duty Administrative Review; 2023-2024
The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty (AD) order on stainless steel bar from India. The period of review (POR) is February 1, 2023, through January 31, 2024. This review covers eight producers/exporters of the subject merchandise. We preliminarily determine that Atlas Stainless Corporation Private Limited (Atlas) to be collapsed with Astrabright LLP, Bahubali Steel Industries, Eurostahl Tech LLP, Venus Metal Corporation, Precision Metals, Venus Wire Industries Private Limited, Hindustan Inox Limited, and Sieves Manufactures (India) Private Limited, and sold subject merchandise at less than at normal value (NV) during the POR. We also preliminary determine that Aamor Inox Limited (Aamor) did not make sales of subject merchandise at less than NV during the POR. We invite interested parties to comment on these preliminary results.

Commerce preliminary determines that sales of subject merchandise have not been made below normal value (NV) by EEPV during the POR. The U.S. Department of Commerce (Commerce) preliminarily determines that sales of certain frozen warmwater shrimp (shrimp) from the Socialist Republic of Vietnam (Vietnam) by Soc Trang Seafood Joint Stock Company (STAPIMEX) were made at prices below normal value (NV), that sales of shrimp from Vietnam by Thong Thuan Company Limited and Thong Thuan Cam Ranh Seafood Joint Stock Company (collectively, Thong Thuan/TTCR) were not made at prices below NV, and that 24 exporters are eligible for separate rates. Additionally, Commerce is rescinding the review with respect to certain exporters that had no reviewable entries of subject merchandise during the period of review (POR), February 1, 2023, through January 31, 2024. Based on affirmative final determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC), Commerce is issuing antidumping (AD) and countervailing duty (CVD) orders on certain alkyl phosphate esters (alkyl phosphate esters) from the People's Republic of China (China).
Snapper-Grouper Fishery of the South Atlantic; Amendment 59
NMFS issues regulations to implement Amendment 59 to the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic (Snapper-Grouper FMP) (Amendment 59). For South Atlantic red snapper, this final rule revises the commercial and recreational annual catch limits (ACLs). Amendment 59 also revises the fishing mortality (F) at maximum sustainable yield (MSY) proxy for determining overfishing, overfishing limit (OFL), acceptable biological catch (ABC), and total ACL and sector ACLs for red snapper. For the 2025 fishing year, this final rule also announces the red snapper commercial and recreational fishing season dates in the South Atlantic. For red snapper, this final rule is intended to end and prevent overfishing and revise the catch limits consistent with the most recent stock assessment.

Certain Cold-Drawn Mechanical Tubing of Carbon and Alloy Steel From India: Final Results of Antidumping Duty Administrative Review; 2022-2023; Correction
The U.S. Department of Commerce (Commerce) published notice in the Federal Register of April 14, 2025, in which Commerce published the final results of the antidumping duty (AD) administrative review for certain cold-drawn mechanical tubing of carbon and alloy steel from India. In that notice, Commerce did not include all of the names that potential entries could enter under for one of the mandatory respondents, Goodluck India Limited. This notice corrects the company name from Goodluck India Limited to Goodluck India Limited, Good Luck Steel Tubes Ltd., Good Luck Industries, and Goodluck Industries. Therefore, the cash deposit and assessment rates calculated for Goodluck India Limited apply to Good Luck Steel Tubes Ltd., Good Luck Industries, and Goodluck Industries.
Vertical Metal File Cabinets From the People's Republic of China: Continuation of Antidumping Duty and Countervailing Duty Orders
As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) order and countervailing duty (CVD) order on vertical metal file cabinets from the People's Republic of China (China) would likely lead to the continuation or recurrence of dumping and net countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of these AD and CVD orders.

Judges Panel of the Malcolm Baldrige National Quality Award
The Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) reports the results of the Malcolm Baldrige National Quality Award (Award) activities to the Director of the National Institute of Standards and Technology (NIST) each year, along with its recommendations for the improvement of the Award process. The purpose of this meeting is to discuss the 2025 Baldrige Award process, including the identification of which award applicant organizations should be advanced to the site visit phase. Discontinuation of the Accelerated Examination Program for Utility Applications
In order to efficiently allocate examination-related resources to address pendency, and in view of the low number of requests for Accelerated Examination and the availability of a statutory program to expedite the prosecution of applications (Track One, prioritized examination), the United States Patent and Trademark Office (USPTO) is discontinuing the Accelerated Examination program for utility applications. The USPTO is also modifying the rules of practice to clarify the grounds for which a petition to make special may be granted and when a fee is required for such petition.
United States-Mexico-Canada Agreement (USMCA), Article 10.12: Binational Panel Review: Notice of Request for Panel Review
A Request for Panel Review was filed in the matter of Large Diameter Welded Pipe from Canada: Final Determination of the Five Year- Review of the Antidumping Order with the U.S. Section of the USMCA Secretariat on May 30, 2025. The final results were determined by the United States International Trade Commission and were published in the Federal Register on May 2, 2025. The USMCA Secretariat has assigned case number USA-CDA-2025-10.12-01 to this request.
