The U.S. Nuclear Regulatory Commission (NRC) has published a final Environmental Impact Statement (EIS), issued as NUREG-1437, Supplement 61, Second Renewal, "Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Subsequent License Renewal for Perry Nuclear Power Plant, Unit 1, Final Report." This EIS evaluates the environmental impacts of license renewal of Facility Operating License No. NPF-58 for an additional 20 years of operation for Perry Nuclear Power Plant (Perry Plant), Unit 1. Perry Plant is located approximately 35 miles northeast of Cleveland, OH. Alternatives to the proposed action of subsequent license renewal for Perry Plant include the no-action alternative and reasonable replacement power alternatives.

The U.S. Nuclear Regulatory Commission (NRC) is providing public notice each week for four consecutive weeks of receipt and availability of an application from Long Mott Energy, LLC. for a construction permit for a four-unit reactor facility. The application for the construction permit was received on March 31, 2025.

The U.S. Nuclear Regulatory Commission (NRC) staff is making a finding of no significant impact (FONSI) for a proposed issuance of an exemption in response to a February 28, 2025 request, as supplemented by letters dated April 7, and April 29, 2025, for the proposed Kemmerer Power Station Unit 1 (Kemmerer 1) facility. Specifically, TerraPower, LLC (TerraPower), on behalf of its wholly-owned subsidiary US SFR Owner, LLC (USO), requested an exemption that would modify a portion of the definition of construction applicable to the prohibition on construction of production and utilization facilities without an NRC license for the proposed Kemmerer 1. If granted, this exemption would allow the driving of piles, subsurface preparation, placement of backfill, concrete, or permanent retaining walls within an excavation, installation of foundations, or in-place assembly, erection, fabrication or testing, which are for structures, systems, and components (SSCs) classified as non-safety-related with no special treatment (NST) the failure of which could cause a reactor scram or actuation of a safety-related system that are located on the proposed Kemmerer 1 energy island prior to receipt of a construction permit (CP) and without a limited work authorization. The NRC staff is issuing a final Environmental Assessment (EA) and FONSI associated with the proposed exemption request.

The U.S. Nuclear Regulatory Commission (NRC) has received and docketed a license amendment application from the Department of Energy (DOE or the licensee) for amendment of Materials License No. SNM-2504, for the Fort St. Vrain (FSV) independent spent fuel storage installation (ISFSI) located in Platteville, Colorado. The requested amendment would revise certain license conditions and technical specifications (TS) by adjusting references to relevant organizational components of DOE, correcting prior clerical drafting errors, and changing the description of a DOE official who is responsible for the operation and nuclear safety of the FSV ISFSI and for ensuring its compliance with certain conditions and requirements of the license and applicable regulations. The NRC will process the application in accordance with NRC regulations, as further explained in the supplementary information section of this notice.

The U.S. Nuclear Regulatory Commission (NRC) is withdrawing its Policy Statement on the Treatment of Environmental Justice Matters in NRC Regulatory and Licensing Actions (Environmental Justice Policy Statement) and its Environmental Justice Strategy. The NRC is withdrawing these documents to reflect a recent executive order on Environmental Justice.

The U.S. Nuclear Regulatory Commission (NRC) invites public comment on the renewal of Office of Management and Budget (OMB) approval for an existing collection of information. The information collection is entitled, "Nuclear Material Events Database (NMED) for the Collection of Event Report, Response, Analyses, and Follow-up Data on Events Involving the Use of Atomic Energy Act Radioactive Byproduct Material."

The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a December 20, 2024, request from Constellation Energy Generation, LLC, to allow the submittal of a renewal application for ESP-001 no later than 45 days prior to the expiration of the existing permit and still place the permit in timely renewal under NRC regulations.

The U.S. Nuclear Regulatory Commission (NRC) is considering issuing an export license (XR179), requested by Curtiss-Wright Corporation (CW) by application dated February 20, 2025. CW seeks the NRC's approval to export four reactor coolant pumps, two replacement reactor coolant pumps, and minor reactor components to the People's Republic of China. The NRC is providing notice of the opportunity to comment, request a hearing, and petition to intervene on CW's application.

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is issuing for public comment Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 23, Second Renewal, Regarding Subsequent License Renewal (SLR) for Point Beach Nuclear Plant, Units 1 and 2 (Point Beach), Second Draft Report for Comment (second draft report). This second draft report concerns the NRC staff's review of the environmental impacts of the proposed renewal of Renewed Facility Operating License Nos. DPR-24 and DPR-27 for Point Beach, Units 1 and 2, respectively, for an additional 20 years. Point Beach is located on the western shore of Lake Michigan in Manitowoc County, Wisconsin, approximately 15 miles north-northeast of Manitowoc, Wisconsin. Possible alternatives to the proposed action of SLR include the no-action alternative and reasonable replacement power alternatives. A new notice of opportunity to request a hearing and petition for leave to intervenelimited to contentions based on new information in the second draft reportis also being issued.

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Renewed Facility Operating License (RFOL) No. DPR-20, that was requested by Holtec Palisades, LLC for the Palisades Nuclear Plant (Palisades, PNP). The proposed license amendment would revise the technical specifications to allow for the use of Framatome Alloy 690 sleeves to repair the defective steam generator tubes as an alternative to removing the tubes from service by plugging. This will support the return to service of the steam generators as part of the potential resumption of power operations at the Palisades facility. For the amendment request, the NRC proposes to determine that it involves no significant hazards consideration (NSHC). Because this amendment request contains sensitive unclassified non- safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.

The U.S. Nuclear Regulatory Commission (NRC) is announcing the availability of the latest version of NRC Form 3, "Notice to Employees." The NRC Form 3 describes certain responsibilities and rights of employers and employees who engage in NRC-regulated activities, including how employees can report violations or other safety concerns directly to the NRC. Licensees are required by law to post the form at prominent locations at the workplace to permit workers to view it easily.

The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 3.65, "Standard Format and Content of Decommissioning Plans for Materials Licensees." This RG is being withdrawn because it is not needed to endorse NUREG-1757, "Consolidated Decommissioning Guidance: Decommissioning Process for Materials Licensees," Volume 1, "Decommissioning Process for Materials Licensees." NUREG-1757 provides the most current guidance on decommissioning nuclear facilities to support license termination for applicants, licensees, and NRC staff reviewers.

The U.S. Nuclear Regulatory Commission (NRC) is announcing the availability of "U.S. Nuclear Regulatory Commission Plan for Monitoring Disposal Actions Taken by the U.S. Department of Energy at the Savannah River Site Saltstone Disposal Facility in Accordance with the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005, Revision 2." This monitoring plan describes how the NRC staff intends to complete its assessment of compliance with NRC's performance objectives for the Department of Energy (DOE) disposal actions at the Savannah River Site (SRS) Saltstone Disposal Facility (SDF).

The U.S. Nuclear Regulatory Commission (NRC, the Commission) received and is considering approval of an application filed by Honeywell International, Inc. (Honeywell) on January 24, 2025, as supplemented by letters dated February 14, 2025, March 3, 2025, and March 7, 2025. The application seeks NRC consent to the direct and indirect transfer of control of the materials license SUB-526, held by Honeywell, and to the indirect transfer of control of Honeywell's economic interest in ConverDyn, GP ("ConverDyn") which holds NRC export license number XSOU8789. The application contains sensitive unclassified non-safeguards information (SUNSI).

The U.S. Nuclear Regulatory Commission (NRC) is correcting a direct final rule that was published in the Federal Register on March 20, 2025, revising the NAC International, Inc. MAGNASTOR[supreg] Storage System listing within the "List of approved spent fuel storage casks" to include Amendment No. 15 to Certificate of Compliance No. 1031. This action is necessary to replace an incorrect phrase in the SUMMARY caption of the document.

The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a request dated February 5, 2025, from Tennessee Valley Authority. The exemption authorizes a one-time exemption for Sequoyah Nuclear Plant, Unit 2, to allow the use of the less restrictive work hour limitations described in NRC regulations for a 21-day period starting no earlier than March 24, 2025, and no later than May 15, 2025.
