Notice of Request for Public Comment on Proposed Working Group Policy
The EAC seeks public comment on a proposed policy entitled ``Proposed Working Group Policy.'' This policy is designed to set procedures and requirements for the formation and use of working groups to assist the United States Election Assistance Commission in developing proposed policies, including advisories, guidance, opinions, regulations and rules regarding the implementation of the Help American Vote Act (HAVA) and the National Voter Registration Act of 1993 (NVRA). EAC issues this notice according to a policy adopted on September 18, 2008 that requires EAC to provide notice and an opportunity for public comment on, among other things, advisories being considered for adoption by the U.S. Election Assistance Commission.

In accordance with the Federal Advisory Committee Act (Pub. L. 92-463), the purpose of this notice is to announce that the U.S. Election Assistance Commission (EAC) has renewed the charter for the Board of Advisors for a two-year period through December 19, 2010. The Board of Advisors is a federal advisory committee under the Federal Advisory Committee Act.

The EAC, as part of its continuing effort to reduce paperwork and respondent burden in accordance with the Paperwork Reduction Act of 1995, invites the general public and other Federal agencies to take this opportunity to comment on proposed information collections; and recordkeeping requirements. Comments are invited on: (a) Whether the proposed collections of information and/or recordkeeping requirements are necessary for the proper performance of the agency's functions, including whether the information has practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collections and/or recordkeeping requirements, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected or records to be kept; and (d) ways to minimize the burden of the information collections and/or recordkeeping requirements on respondents. Comments submitted in response to this notice will be summarized and/or included in the request for OMB approval.

The EAC seeks public comment on a ``U.S. Election Assistance Commission Draft Strategic Plan Fiscal Years: 2009 Through 2014.'' The EAC developed a strategic plan that lays out an approach to create a receptive and productive agency fully capable of the unique leadership role it has been given as a national clearinghouse, a manager of Federal financial assistance, a certifier of voting systems, and a resource for election officials throughout the country regarding the administration of Federal elections. EAC issues this notice according to a policy adopted on September 18, 2008 that requires EAC to provide notice and an opportunity for public comment on, among other things, advisories being considered for adoption by the U.S. Election Assistance Commission.

The U.S. Election Assistance Commission is promulgating administrative regulations to implement standards of conduct for Commission employees, requirements on testimony by Commission employees and production of Commission records in legal proceedings, and requirements for nondiscrimination on the basis of handicap in programs or activities conducted by the Commission.

Information Collection Activity; Proposed Information Collection; Comment Request
The U.S. Election Assistance Commission has submitted the following information collection request (Voting System Test Laboratory Accreditation Program Manual) to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995. The information collection was previously published in the Federal Register on February 2, 2008, at 73 FR 6494. The notice allowed for a 60-day public comment period. No comments were received on this information collection; however, modifications were made to improve and clarify the information collection based on comments submitted to a request for substantive comments (73 FR 6495) and internal review of the document. The purpose of this notice is to allow an additional 30 days for public comments. Comments are encouraged and will be accepted until September 24, 2008. This process is conducted in accordance with 5 CFR 1320.10. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.
Procedural Manual for the Election Assistance Commission's Voting System Test Laboratory Program
The U.S. Election Assistance Commission (EAC) is publishing a procedural manual for its Voting System Test Laboratory Program. This program sets the administrative procedures for laboratories to obtain and maintain accreditation to test voting systems under the EAC's Voluntary Testing and Certification Program. The program is mandated by the Help America Vote Act (HAVA) at 42 U.S.C. 15371.

Office of Inspector General; Privacy Act of 1974; System of Records
The U.S. Election Assistance Commission Office of Inspector General is establishing a new system or records, ``Office of Inspector General Investigative Records,'' subject to the Privacy Act of 1974, as amended. The new system of records is necessary to fulfill the duties of the Office of Inspector General, including, but not limited to (1) investigations of complaints; investigations of cases referred to OIG; and reports and correspondence in conjunction with any such investigation.

Election Data Collection Grant Program
On December 22, 2007, Congress authorized the Omnibus Appropriations Act for Fiscal Year 2008. Public Law 110-161 authorized the U.S. Election Assistance Commission (``the EAC'') to award $10 million in grants to States to implement an election data collection program (``the program''). Under the Administrative Provision of the Act (Section 501), the EAC shall establish a program to provide a grant of $2 million to each of five eligible States to improve the collection of precinct level data relating to the November 2008 Federal elections. The program is designed to: (a) Develop and document a series of administrative and procedural best practices in election data collection that can be replicated by other States; (b) improve data collection processes; (c) enhance the capacity of States and their jurisdictions to collect accurate and complete election data; and (d) document and describe particular administrative and management data collection practices, as well as particular data collection policies and procedures.
